In HW a collector scuttle could take out a large number of fighters, In Cata a Processor (mob) could damn near take out a swarm from a good distance and an IAF (ion array frig) could do a good bit of damage to fighters as well. Beast Cs exploding (can't scuttle production ships in cata) would take out frigs and fuck up cap ships if you were too close.

Do any ships in HW2 have effective scuttle blast radius to make it useful as a strat here?

No, there is no explosion damage in HW2.

would've been fun if there was that. it can definately blow a good amount of fighter/vette/frig thats buzzing around on near dead ms. and intentional blow makes a sense somewhat too. and marines kinda turns into suicide ships.

you joke but you could take out 50 fighters with a tiidan probe, some called it a bug "NO PBs!!" others called it skill to be able to shoot a probe into a group of fighters and scuttle it at just the right moment.

Probably the reason they took it out, along with kamikaze.
